Las Vegas, NV – August 1, 2025 — The Southern Nevada Regional Housing Authority (SNRHA), alongside Clark County leaders and community partners, celebrated a historic groundbreaking this morning for Senator Joseph M. Neal, Jr. Apartments, a new affordable housing development that will provide relief to hundreds of Southern Nevada seniors facing soaring housing costs.

The project, located in the Las Vegas Valley, will feature 192 affordable apartment units dedicated primarily to seniors aged 55 and older. Income eligibility will range between 30 to 60 percent of the Area Median Income (AMI), ensuring that residents with limited or fixed incomes have access to safe and stable housing.

Apartments will offer a mix of one- and two-bedroom layouts, ranging in size from 713 to 960 square feet, designed with accessibility and comfort in mind. The community will also incorporate supportive amenities to foster security and well-being for senior residents.

The apartment community is named in honor of Senator Joseph M. Neal, Jr., a trailblazing leader in Nevada politics. In 1973, Neal made history as the first African American elected to the Nevada Senate, representing North Las Vegas. Over his nearly three decades of service, Neal earned respect as a voice for working families, seniors, and historically underrepresented communities.

Senator Neal championed education reform, civil rights, and social equity throughout his career. Colleagues and community leaders have often described him as a fighter for justice, a mentor to young leaders, and a legislator who consistently prioritized the needs of ordinary Nevadans.

Naming this affordable housing development in his honor, officials said, is both a tribute to his enduring impact and a reflection of his lifelong commitment to improving lives.

The funding package for the project highlights the strong public investment being directed toward housing solutions. Clark County contributed $8 million from its Community Housing Funds (CHF) and an additional $1.5 million from the federal Home Investment Partnership Program (HOME).

These funds were critical in advancing the project, which comes at a time when Nevada faces one of the most severe affordable housing shortages in the nation. Rising rents, limited supply, and growing demand have left many seniors vulnerable, with some forced into unstable housing or at risk of homelessness.

“Clark County is committed to finding solutions to the housing crisis,” county officials emphasized. “This project is a significant step forward in ensuring seniors in our community can age with dignity and security.”

Addressing Nevada’s Affordable Housing Crisis

According to the Nevada Housing Coalition, the state faces a shortfall of tens of thousands of affordable housing units, with seniors among the most impacted groups. Many older residents live on fixed incomes that have not kept pace with rising rental costs in Las Vegas and the surrounding areas.

Senator Joseph M. Neal, Jr. Apartments aim to fill this critical gap by targeting income levels where the shortage is most severe. By reserving units for households earning 30 to 60 percent of AMI, the development ensures affordability for those most at risk of being priced out of the housing market.

A Community Milestone

At today’s groundbreaking ceremony, local leaders, housing advocates, and community members gathered to mark the beginning of construction. Beyond the statistics and funding, the event symbolized hope for residents who have long awaited solutions to Nevada’s housing challenges.

When completed, the apartments are expected to welcome residents into a vibrant, safe, and supportive community that not only provides housing but also honors the legacy of one of Nevada’s most influential political figures.

Senator Joseph M. Neal, Jr. Apartments will stand as both a tribute to history and a promise for the future. In this place, seniors can thrive in stability, dignity, and community.

Construction will continue into next year, with leasing expected to begin upon completion. For more details about eligibility and applications, residents may visit the Southern Nevada Regional Housing Authority’s official website.
